This is 'South Forks', the house made famous as the house shown in the TV Show 'Dallas' from the 1980's. This is a boat marina in the Mississippi River. Note the tall pilings. Those are so that when the river floods, the wharf can float up and down. You can see the height of the flooding by the coloration on the poles.
